The agent talks naturally, works from your listing data and calendar, and hands over to a broker whenever a call needs judgement, negotiation or advice.

A real estate voice agent is an AI that answers and places property calls, understands free speech, qualifies the caller, offers matching properties and viewing slots from verified data, and records everything in the CRM — within rules the brokerage sets and with a broker accountable for every client.
The phone is still where many property conversations start: portal enquiries arrive as calls as well as WhatsApp messages, Bayut counts even missed calls as leads, and both big portals measure how often agents respond. The question is not whether to answer every call, but who answers it at 11pm on a Friday.
Which property calls should an AI handle?
An AI should handle the calls that are frequent, factual and time-sensitive: new enquiries about a listing or project, viewing bookings and changes, confirmations and after-hours calls. It should hand over the calls that involve money, negotiation, complaints or advice — and any caller who asks for a person.

How should a voice agent qualify property buyers in the UAE?
A voice agent should qualify a UAE buyer on seven points: budget, financing, timeline, purpose, ready or off-plan, area and property type, and language. The financial questions matter most, because a buyer's deposit and mortgage eligibility — not their stated budget — decide what they can buy, and UAE lending rules are specific.

The Central Bank's mortgage rules explain why the financing question comes early. Maximum loan-to-value ratios are:

On top of those caps, total debt repayments can't exceed 50% of income, terms run to 25 years at most, and loans are capped at seven times annual income for expatriates and eight times for nationals. The Golden Visa route for property investors needs property worth at least AED 2 million, and the Dubai Land Department says a mortgaged property can qualify with the bank's no-objection letter.

How does voice AI book property viewings?
Voice AI books viewings by reading brokers' calendars in real time, offering two or three real slots, confirming the choice and sending the details by WhatsApp or SMS — then reminding the buyer before the viewing and rebooking if plans change. The booking is only as good as the rules behind it.
- Travel buffers. A broker can't do Dubai Marina at 10:00 and Arabian Ranches at 10:30. Build travel time between communities into the slots the AI can offer.
- Access rules. Buildings with security registration, tenanted units needing notice, keys held by another agent — the AI should know which listings need extra steps before it offers a time.
- Protected time. Let brokers block slots the AI can't book, and cap viewings per broker per day.
- The handover note. Every booking carries the qualification summary, so the broker arrives knowing budget, financing and what the buyer disliked about the last three flats.

How do you run multilingual property sales with voice AI?
Run multilingual property sales by letting callers choose their language, testing each language with real speech before launch, and routing buyers to a broker who speaks it once they're qualified. Voice models now cover dozens of languages — Google's Gemini Live lists Arabic among them — but coverage on a list is not the same as understanding a caller from Sharjah switching between Arabic and English mid-sentence.
Dubai's buyer base makes this worth doing properly. The Dubai Media Office counted about 193,100 property investors in 2025, 129,600 of them new, in a market that recorded AED 917 billion of transactions. A voice agent that can hold a first conversation in a buyer's own language changes how the brokerage comes across on that first call.

What are the rules for AI calls in UAE real estate?
The UAE's telemarketing rules apply to AI calls exactly as they do to people. Automated calling is allowed, but marketing calls must come from company numbers registered to the trade licence with prior approval, only between 9am and 6pm, never to numbers on the Do Not Call Registry, and not again after a refusal. Calls must be recorded and the caller told so.
Real estate adds two layers:
- Registered numbers. RERA Circular 01-2023 requires brokers to use phone numbers registered in the RERA brokers registry when marketing and dealing with clients. Together with the telemarketing rule against marketing from personal numbers, that rules out running an AI dialler from a broker's own mobile.
- What the agent says is marketing. Project facts read out by an AI are subject to the same rules as a written ad. RERA Circular 02-2025 bans marketing an off-plan project before it is registered, its escrow account is open and a marketing permit is issued — so the AI's project brief should include only permitted projects.
Penalties are real: Cabinet Resolution No. 57 of 2024 sets company fines from AED 10,000 to AED 150,000, and individuals who market from personal numbers face fines from AED 5,000 and suspended lines. Common misconception
"Call within five minutes and you'll convert 100 times more leads." The study behind that line — the 2007 Lead Response Management study of six companies — found the odds of reaching a lead were 100 times higher at five minutes than at 30, and the odds of qualifying one 21 times higher. It didn't measure sales. Speed gets you the conversation; the conversation still has to be good.
What should a real estate voice agent never do?
A real estate voice agent should never negotiate, give financial or visa advice, promise returns, take payments or collect identity documents by voice. Those are either regulated activities, commitments the brokerage must stand behind, or easy targets for fraud. Everything else can be automated in stages.

The same principle applies to a brokerage: automate the answer, keep the decision with a person.
What does it cost, and what should you measure?
A real estate voice agent costs a few US cents to a few tens of cents per minute in platform and AI fees, plus phone-line charges — Twilio lists about 30 US cents a minute for outbound calls to UAE mobiles. Per call, an inbound qualification conversation usually costs less than a dollar. The larger costs are integration, testing and supervision, so judge it on what it produces, not on the minute rate.

How do you launch voice AI in a brokerage?
Launch voice AI in a brokerage the way you'd onboard a new junior: one job first, supervised closely, with clear limits.
- Start with inbound enquiries and viewing bookings on one team or one set of listings.
- Load verified data only: live listings, approved project briefs, calendars, routing rules. Nothing the AI says should come from anywhere else.
- Write the handover rules before the script: negotiation, advice, complaints, VIP clients, anyone who asks for a person.
- Test languages with real callers and fix place names, numbers and dialect gaps before going live.
- Run it alongside your team for a month. Listen to recordings weekly, compare booking and show-up rates with human-handled calls, and let brokers flag bad summaries.
- Add outbound only for consented follow-up, from registered company numbers, within 9am to 6pm, after screening the Do Not Call Registry.
The portals' own data shows why the timing matters. Property Finder reports listings and agents growing faster than buyer attention; the brokerages that answer first, qualify well and book fast will take a bigger share of a crowded market.
