WhatsApp for real estate in the UAE means handling enquiries, qualification, viewings and follow-up on WhatsApp, ideally on company numbers connected to a CRM through the WhatsApp Business Platform, not agents' personal phones. From 1 October 2026, Meta also charges for replies beyond the first 1,000 a month on each number, so setup now affects cost, not just control.

Why do UAE property sales run on WhatsApp?
UAE property sales run on WhatsApp because that's where buyers and agents already talk: portal enquiries arrive as WhatsApp messages, viewings are confirmed there, and documents and voice notes move back and forth all day. The portals even measure it — Property Finder's SuperAgent badge requires replies to WhatsApp leads within two hours, and Bayut tracks WhatsApp response within a four-hour window for its Responsive Broker badge.
The habit is similar elsewhere: in Zillow's 2025 US research, half of buyers working with an agent preferred texting or messaging apps, against a third who preferred phone calls. What differs in the UAE is how much of the sales process — from first enquiry to signed offer — happens inside one app, usually on a broker's personal phone. That is what the rest of this guide is about changing.
Common misconception
"90% of the UAE uses WhatsApp daily." Figures like this circulate widely, but they rarely trace to a primary source — DataReportal's Digital 2026 UAE report, for one, doesn't publish WhatsApp usage. You don't need the statistic: your own portal and CRM data will show how many of your leads arrive on WhatsApp.
WhatsApp Business app or Business Platform: which does a brokerage need?
A solo agent can run on the free WhatsApp Business app. A brokerage with a team needs the WhatsApp Business Platform, because only the Platform gives you company-owned numbers shared across many agents, a CRM record of every conversation, approved templates, routing and reporting. Meta's coexistence option lets a number keep working in the app while it's connected to the Platform.

Coexistence has trade-offs worth knowing before you switch: six months of chat history syncs to the Platform, broadcast lists become read-only, and groups, calls, catalogues and status updates stay app-only.
How does WhatsApp pricing work for UAE real estate from October 2026?
WhatsApp Business Platform pricing is per delivered message, by message type and the recipient's country code. Until 30 September 2026, replies inside the 24-hour customer service window are free. From 1 October 2026, each business number gets 1,000 free service replies a month; after that they cost the utility rate, utility templates sent inside the window are charged too, and the UAE marketing rate rises.

Unused free replies don't roll over, and there are no volume discounts on service messages. One operational detail matters on 1 October: if your account has no payment method in Meta's Billing Hub, Meta delivers the first 1,000 service messages in a month and then stops delivering the rest.
A hypothetical brokerage sending 10,000 replies and 2,000 marketing templates a month from one number would pay about AED 518 for the 9,000 chargeable replies and AED 423 for the templates — roughly AED 940 a month in Meta fees before its provider's charges. Providers price differently: Twilio adds $0.005 per message, while 360dialog charges a monthly fee per number and says it adds no per-message markup. Meta can change rates only at the start of a quarter, with at least a month's notice.
How fast should a brokerage respond on WhatsApp?
Respond within minutes during working hours and within the portals' windows at worst — two hours for Property Finder's SuperAgent standard, four hours for Bayut's. Speed matters because the first responsive agent often wins the client, and because WhatsApp's 24-hour window decides what you're allowed to send: inside it, any reply; outside it, only paid, approved templates.
- First reply. An instant, useful first message — acknowledging the listing, asking one qualifying question — does more than a generic greeting. This is where an AI assistant or a well-built template earns its keep.
- The 24-hour window. Every message the buyer sends reopens it. Plan follow-ups inside it rather than letting conversations lapse into template territory.
- Templates for everything else. Viewing confirmations are utility templates; new-launch news is marketing. Mislabelled templates get reclassified or rejected.
- Limits on new accounts. Messaging limits apply to the whole business portfolio: a new one can reach 250 people a day outside the window, rising to 2,000 after business verification and then scaling automatically with high-quality sending.
- Per-user caps. WhatsApp limits how many marketing templates each person receives based on their engagement, and the cap applies to UAE numbers. Blasting your whole database gets messages dropped — and hurts your quality rating.

How do you connect WhatsApp to a CRM?
Connect WhatsApp to your CRM through the WhatsApp Business Platform — either your CRM's own integration or a business solution provider — so every conversation lands on the contact record with its source, owner and stage. The main CRMs all offer it, but their limits, costs and support for 2026 changes differ.

- Business-scoped user IDs. WhatsApp is introducing usernames during 2026. When a user adopts one, their phone number may no longer appear in the data a CRM receives, so WhatsApp now issues business-scoped user IDs, and support for them is mandatory for partners and Click-to-WhatsApp advertisers. A CRM that matches contacts only by phone number will start creating duplicates.
- Ad attribution. Click-to-WhatsApp leads should flow back to Meta as conversions — qualified, viewing, deal — so the ads optimise for buyers. The Conversions API guide explains how.
Can you use AI assistants on WhatsApp?
Yes. Meta's terms, updated from 15 January 2026, restrict AI providers from offering general-purpose AI assistants on the WhatsApp Business Platform, but they don't stop a brokerage from using AI to serve its own customers. WhatsApp's messaging policy adds the condition that matters most: automated conversations must give people a prompt route to a human.
Meta launched its own Business Agent in June 2026 — answering questions, recommending catalogue items, booking appointments, qualifying leads and handing off to staff — and has charged for its replies by the token since August. Whichever assistant you use, the same rules apply as for any AI real estate marketing: facts only from verified listing data, no negotiation or financial advice, and a named person accountable for what it says. Some CRM assistants only reply to incoming messages and can't start conversations, which is the safer default.
What rules apply to WhatsApp property marketing in the UAE?
Four sets of rules apply: the federal telemarketing rules, RERA's broker rules, Dubai Land Department's advertising permits and the federal data protection law — plus WhatsApp's own policies, which can get a number banned faster than any regulator acts.

Some of these points involve interpretation — WhatsApp isn't named in the telemarketing resolution, and DLD's permit list doesn't mention it either — so take advice before designing campaigns around the grey areas. This is a summary, not legal advice.
A 30-day plan to move a brokerage onto a WhatsApp team setup
A 30-day migration moves the team from personal phones to company numbers without losing live deals.
- Week 1 — decide the structure. Choose the platform (your CRM's integration or a provider), the numbers, the routing rules and the lead-ownership policy. Verify the business in Meta's Business Manager and add a payment method before 1 October's pricing starts.
- Week 2 — build the library. Write and submit templates for confirmations, reminders and the main marketing messages, with permit details where needed. Set up opt-in capture on every form, ad and portal reply.
- Week 3 — move the team. Connect numbers, bring in history through coexistence where it applies, and train agents on the shared inbox, assignment rules and response targets. Keep a supervisor view from day one.
- Week 4 — measure and tighten. Track first-response time, response rate within two and four hours, conversation-to-viewing rate, template quality ratings, opt-outs and cost per conversation. Fix the slowest part of the flow first.
A WhatsApp-first brokerage isn't one where everyone has WhatsApp — every brokerage has that. It's one where the conversations belong to the business, arrive at the right agent in minutes, and leave a record the next person can pick up.
